The Town Center is located mid-map below Outpost. You will receive a notification message in game when entering and leaving this area. It is open to everyone for building homes, farms, businesses, events.....whatever you like! 

If you would like to create your own town in a different area, you are free to do that as well. Ask an admin for assist on setting map boundaries and messages if you want to have an official welcome message for travelers entering your town.
